You can see Hat was in a highly agitated state. It was because Mera threatened him, while he was just being harmless, having a snooze on the park bench. Mera was upset that the neighbour came home while he was sitting on the corridor with Spencer, and Spencer jumped back into the house.

Mera moved on eventually, Hat pouted, and went back to sleep.
